The Minnesota Department of Agriculture and the National Weather Service developed the Minnesota Runoff Risk Advisory Forecast (RRAF) tool for commercial applicators and farmers to gauge when to apply manure or commercial fertilizers in order to reduce nutrient runoff into waterways. The RRAF accounts for soil moisture content, soil temperatures, past and future precipitation and temperatures, to predict the likelihood of heavy rain events.
